The Department of Health & Family Welfare, Government of Karnataka, through the Karnataka State AIDS Prevention Society (KSAPS), has officially invited applications from eligible NGOs and Community-Based Organisations (CBOs) to implement Targeted Intervention (TI) projects and the Link Worker Scheme (LWS) across selected districts of Karnataka.

This is a significant opportunity for NGOs working in health, HIV/AIDS prevention, community outreach, and vulnerable populations to partner with the government and contribute to the National AIDS and STD Control Programme (NACP) supported by National AIDS Control Organisation (NACO).

About the KSAPS Call for Applications

KSAPS seeks to engage experienced and capable NGOs/CBOs to:

KSAPS Invites Applications from NGOs & CBOs :Essential Criteria & Documents Required

All applicant NGOs / CBOs must submit the following documents duly self-attested by the competent authority of the organisation.

 I. Legal & Registration Documents

  1. Copy of valid Society Registration Certificate / Trust Deed

  2. Copy of Memorandum of Association (MoA) and Articles of Association (AoA)

  3. Copy of PAN Card of the NGO / Society / Trust

  4. Copy of valid registration under Section 12A or 80G of the Income Tax Act (or valid tax exemption certificate)

  5. Copy of NITI Aayog NGO Darpan registration / ID number

II. Financial & Statutory Compliance

  1. Copy of Audited Financial Statements

    • NGOs: Last 3 financial years

    • CBOs: At least 1 financial year

  2. Copy of Activity Reports / Annual Reports

    • NGOs: Last 3 years

    • CBOs: At least 1 year

  3. Copy of latest or last filed Income Tax Returns (ITR)

III. Governance & Management Documents

  1. List of Executive Committee / Governing Board members with:

    • Name

    • Contact details

    • Occupation

  2. Resolution of Executive Committee / Governing Board authorising submission of EoI to KSAPS

  3. Minutes / record of discussions of Executive Committee / Governing Board meetings:

  4. NGOs: Last 3 years

  5. CBOs: Minimum 1 year

IV. Identity & Authorization

  1. Identity document of the Authorized Signatory submitting the EoI

  2. PAN Card

  3. Aadhaar Card

V. Mandatory Affidavits

  1. Affidavit confirming that the NGO / Society / Trust:

  2. Is not involved in any corrupt practices

  3. Has never been blacklisted or debarred by any government, private, World Bank or UN body

  4. If blacklisted/debarred in the past, full details must be disclosed in the affidavit

  5. No staff or board member is part of SACS / TSU staff currently or during the last 3 years, which may lead to a conflict of interest

VI. Organisational Capacity & Experience

  1. Organogram reflecting staff engaged in projects of similar nature/scope during the last three financial years

  2. Experience Details (Last 3 Financial Years):

  3. HIV/AIDS projects involving:

    • Targeted Interventions (TI)

    • Link Worker Scheme (LWS)

    • Community Care Centres (CCC)

    • Drop-In Centres (DIC) for PLHAs

    • Any activity as per guidance of NACO / SACS

  4. Other health projects such as:

    • RCH

    • Sexual Health

    • TB

    • Family Planning

  5. Community development projects such as:

    • Health

    • Education

    • Skill Development

    • Rural Development

    • SHG formation

VII. Community Engagement & Networks

  1. Evidence of experience in forming or establishing community-based networks

  2. Document showing representation of target community members in the advisory committee of the NGO

  3. For CBOs: presence of a professional in the advisory committee

  4. Documentation explaining NGO/CBO experience in involving multiple stakeholders, such as:

  5. Civil Society Organisations

  6. Government Departments

  7. Private Sector

  8. Faith-Based Organisations

  9. Cooperatives

VIII. Additional Organisational Information

  1. Details of whether the NGO/CBO is:

  2. Part of any consortium or network

  3. Involved in any committees formed by SACS or Government Departments

Incomplete documentation, missing affidavits, or lack of alignment with KSAPS / NACO experience criteria may result in rejection at the desk appraisal stage.
