Introduction

KSAPS has invited Expressions of Interest from eligible NGOs/CBOs for selection and empanelment for implementation of 10 Care and Support Centres (CSCs) under Domestic Budget Support (DBS) in selected districts of Karnataka | KSAPS Invites EOI from NGOs & CBOs NGO Funds


The Karnataka State AIDS Prevention Society (KSAPS), Department of Health & Family Welfare, Government of Karnataka, has invited Expressions of Interest (EOI) from eligible NGOs and Community-Based Organisations (CBOs) for the implementation of 10 Care and Support Centres (CSCs) under the Domestic Budget Support programme.

For organisations working in HIV/AIDS, public health, community outreach, PLHIV support, counselling, social protection and vulnerable communities, this is an important opportunity to partner with KSAPS and contribute directly to Karnataka's HIV care and support programme.


KSAPS currently supports a network of ART Centres and Care and Support Centres across Karnataka. Under the proposed restructuring, 10 CSCs are proposed to be supported through Domestic Budget Support, while other CSCs are supported under the Global Fund programme.

What is a Care and Support Centre?

A Care and Support Centre (CSC) works alongside ART Centres to provide ongoing support to people living with HIV.

While ART Centres primarily provide clinical treatment, CSCs help ensure that beneficiaries remain connected to treatment, receive counselling and psychosocial support, access government schemes and maintain adherence to treatment.

The KSAPS guidelines describe CSCs as an important bridge between PLHIV, ART Centres and the wider health and social-support system


The work includes areas such as:

  • supporting treatment adherence and regular follow-up;

  • linking PLHIV with ART Centres;

  • counselling and psychosocial support;

  • helping beneficiaries access social-protection schemes;

  • supporting family members and partners for HIV testing where appropriate;

  • reducing stigma and discrimination;

  • community mobilisation and outreach; and

  • supporting eligible beneficiaries who have interrupted treatment to reconnect with services.

Who Can Apply?

The EOI is open to eligible NGOs and Community-Based Organisations (CBOs) meeting the eligibility requirements prescribed by KSAPS/NACO.

For NGOs, the organisation should be a legally registered non-profit entity under an applicable law such as:

  • Karnataka Societies Registration Act;

  • Indian Trusts Act / applicable public charitable trust law;

  • Section 8 of the Companies Act; or

  • another legally recognised non-profit structure permitted under the guidelines.


Key Eligibility Criteria NGOs Should Check Before Applying

  1. The organisation should have a clearly established legal and governance structure.

    1. Society / Trust / Section 8 registration;

    2. Memorandum / Trust Deed / Bye-laws;

    3. PAN;

    4. valid 12A/12AB and 80G, where applicable;

    5. NITI Aayog NGO Darpan registration; and

    6. other applicable statutory registrations.

  2. Financial capacity

    1. The EOI specifically looks at the organisation's financial history and asks applicants to provide financial information for the preceding years.

    2. Applicants should pay particular attention to the minimum financial turnover requirement mentioned in the EOI/CSC guidelines before applying.

  3. Experience in public health and community programmes

    1. KSAPS is looking for organisations with relevant programme-management experience.

    2. Experience in areas such as the public health , community health , HIV/AIDS , TB can strengthen an application

  4. HIV/AIDS and Care & Support Experience Matters

    1. The EOI places particular importance on experience in HIV/AIDS, especially care and support services.

    2. Organisations with previous experience in programmes such as:Care and Support Centres, Community Care Centres, Targeted Interventions, Link Worker Scheme, Drop-In Centres, PLHIV support programmes, NACO/SACS-supported interventions, treatment-adherence programmes; or other structured HIV/AIDS projects


Selection Process

The selection of NGOs/CBOs will be undertaken through an open EOI/RFP-based process.

According to the EOI, applications may be reviewed through a Technical Advisory Committee, followed by further appraisal of shortlisted organisations.   1. Does the organisation meet the minimum financial requirements?

  2. Can it demonstrate the required years of programme experience?

  3. Does it have credible public-health/HIV/AIDS experience?

  4. Can the experience be supported by work orders or other documents?

  5. Does it have an actual presence in the proposed CSC area?

  6. Are 12A/12AB, 80G, NGO Darpan and other statutory registrations current?

  7. Are three years of audited financial statements available?

  8. Can the organisation demonstrate adequate staff, infrastructure and governance?
