The Ministry of Social Justice and Empowerment (MoSJE), under the National Action Plan for Drug Demand Reduction (NAPDDR), has announced a significant call for action. In a progressive and collaborative step, eligible organizations and NGOs are now invited to submit Expressions of Interest-cum-proposals for setting up District De-Addiction Centres (DDACs) across 296 underserved districts in India.

Why This Matters:

India is witnessing a growing crisis of substance abuse, especially among youth and vulnerable populations. With increasing numbers affected by drug and alcohol dependency, a strong grassroots rehabilitation network is the need of the hour. However, a large number of districts still lack adequate infrastructure for treatment and recovery.

The District De-Addiction Centres (DDACs) initiative is designed to fill this gap. These centres will provide comprehensive services for drug demand reduction—combining treatment, counseling, awareness, and aftercare under one roof.


Who Can Apply: Eligibility Criteria for NGOs | NGO Funding Opportunity

The government is encouraging applications from NGOs, VOs, government hospitals, and even social startups, provided they meet certain requirements:

  • Registered NGOs running existing IRCA/De-Addiction centres for at least two years.

  • Organizations must apply only in the state/UT where they currently operate.

  • Government hospitals or State-supported de-addiction centres are also eligible.

  • Startups founded by young professionals with at least 2 years of experience in drug de-addiction work may also apply.

Important: Priority will be given to districts without existing IRCA, CPLI, or ODIC centres.


Important Guidelines
  • There will be a District De-Addiction Centre (DDAC) preferably in each district headquarter or suitably accessible place where rent free accommodation is provided by the district administration. These DDACS would provide comprehensive facilities hitherto being provided by IRCA, ODIC & CPLI together. If the district administration of identified district is not able to provide suitable rent free accommodation, then the application will be called from the eligible VOs/ NGOs, who will provide rent free accommodation for setting up of DDAC in that district.

  • The functioning of DDAC will be monitored by the Committee headed by the District Magistrate, which has been formed under Nasha Mukt Bharat Abhiyaan (NMBA). Additionally, retired eminent personalities of the Districts, activists, Vice-Chancellor/ Head of Department (HoD)/ Principal, researcher, scholars and so on may be co-opted by Chairman as the members of the Committee. This committee would only monitor policy related issues. Day to day and other activities relating to implementation would be the responsibility of the concerned organization/NGO approved for setting up of the DDAC.

  • The Meeting of DDAC is to be held at least once in 6 months, where it will approve the expenditure incurred by DDAC on various activities permissible under NAPDDR. The Committee will also review the functioning and assess the performance of the DDAC in terms of the effectiveness of deliverables and make further suggestions to the management of DDAC.

  • A separate (dedicated) account will be opened for keeping funds of DDAC in the name of NGO/Organization. The account will be registered on PFMS and implemented through EAT Module.


Infrastructure Requirements: What You Need to Provide

To be eligible, applicants must either have rent-free accommodation for the DDAC or secure such accommodation through support from the district administration.

Other mandatory amenities:

  • Waiting area with seating for 5+

  • Rooms for physical exams and counseling

  • Storage for medications and records

  • Group therapy, family classes, and recreational facilities

  • Separate Drop-In and CPLI project rooms

  • Proper lighting, ventilation, clean drinking water, and patient safety


Financials and Fund Flow | NGO Funding Opportunity
  • The organization must open a dedicated account for DDAC operations.

  • All funds will be routed via Public Financial Management System (PFMS) using the EAT module.

  • Grant-in-aid will be released in two installments post-approval.

  • The organization will be eligible for funds from the date of official approval.


Responsibilities of DDACs

Each DDAC must offer a wide array of services aimed at whole-person recovery (WPR), including:

1. Prevention & Awareness

  • Conduct outreach activities in schools, colleges, slums, and workplaces.

  • Sensitize communities about the risks of substance abuse.

2. Peer-Led Interventions

  • Train and deploy peer educators in vulnerable communities.

  • Implement life-skill-based education to delay or prevent substance initiation.

3. Identification & Referral

  • Recognize individuals at risk or dependent on substances.

  • Provide timely referral to counseling and rehab centres.

4. Treatment & Rehabilitation

  • Offer counseling, detoxification support, and therapy.

  • Enable after-care and vocational skill development.

5. Family & Community Support

  • Conduct family counseling sessions.

  • Encourage community ownership and support structures.
